Associate Vice President, Utilities and Energy Management

Juan is the Associate Vice President for Utilities and Energy Management at UT Austin. In this role he is responsible for producing 100% of the electrical, steam, and chilled water for the campus, along with managing purchased utilities like domestic water, sewer, storm sewer, and natural gas for the 20-million-plus-square-foot campus.

Juan has been involved in design, construction, maintenance engineering, project management, and plant operations for over 42 years. His focus in the last 30 years has been in facility maintenance, plant operations, utility master planning, construction, and utility rate negotiations. He served on the Board of Directors and is a Past Chair of the International District Energy Association, is a 2012 IDEA Norm R. Taylor Award winner, and a Global Climate Award Winner in 2009 from the international Energy Agency. UT Austin was the first university in the world to be certified PEER by the USGBC, and in 2015 it received the inaugural Robert W. Galvin Award for Performance Excellence in Electricity Renewal from the USGBC. In 2020, it achieved PEER Platinum Re-Certification.

Juan holds a B.S. and an M.S. in mechanical engineering and is a Licensed Professional Engineer in Texas.
